Prison et religion

According to Article 14 of Russia’s Law on the Execution of Criminal Sanctions, prisoners are guaranteed freedom of conscience and freedom of belief, including the right to profess and practise any religion individually or together with others, or not to profess and practise any religion at all, to freely choose, hold and disseminate religious or other beliefs, and to act in accordance with them.
The implementation of the right to freedom of conscience and freedom of belief shall be voluntary and shall not disrupt the internal order of the prison or infringe the rights of others.
Prisoners in penal institutions have the right to perform religious rites and ceremonies, and to possess objects of worship and works of religious literature. The prison administration provides premises for the exercise of worship. The law has established that the federal and regional agencies of the Federal Department for the Execution of Criminal Sanctions shall conclude cooperation agreements with central religious organisations in order to guarantee prisoners’ freedom of conscience and belief.
